Decline and Fall: No 4 in an occasional series

I really cannot tell whether this is true or an April Fool story.

Which tells me one of two things: either I’m as thick as two short planks – which is entirely plausible – or that the Britain really has succumbed to an authoritarian, hysterical madness – and sadly, that is equally plausible.

UPDATE: It’s true! I’m not at all sure that the proposed 20% cut in police funding is anything like enough…
